 2010 Proposed Resolutions

Resolution 1: Whereas: The State Council of the Knights of Columbus needs to carry out the work of the Knight of Columbus in Arkansas.

Therefore Be It Resolved: That each subordinate council shall be assessed a Per Capita Tax of Six Dollars ($6.00) per active member and inactive member less their Honorary Life and Disabled Members as of record of January 1 of that year.  With the exception that College Councils will be assessed at 50% of this rate.  Said tax will be due and payable at or before the Annual State Convention.  (submitted by State Officers)

Resolution 2: Whereas: The State Deputy often has requests for funds from deserving charities.

Therefore Be It Resolved: That Two Thousand Dollars ($2,000.00) be available from the Special Fund to the State Deputy for contributions to deserving charities.  No more than Three Hundred Dollars ($300.00) may be distributed to any one such charity during the Fraternal Year.  (submitted by State Officers)

Resolution 3: Whereas: The members of the Knights of Columbus in Arkansas need to be kept aware of all the expenditures from the State Council Funds on a timely basis.

Therefore Be It Resolved: That the State Deputy cause to have distributed a report of expenditures from the State General, Special, Tootsie Roll and Pennies From Heaven Funds, twice a year as compared to the amounts budgeted for each of these periods. The first report of the Fraternal Year will be distributed no later than the mid-year meeting and the second report no later than the organizational meeting.  These reports are to be distributed to those in attendance at the meeting and a copy transmitted to each Grand Knight, for those without email address a hard copy will be furnished.

Resolution 4: Whereas: The Arkansas Knights of Columbus whole heartily support the work of the Catholic Diocese of Little Rock, and

Whereas: Funds derived from the Bishop McDonald-Charity Golf Classic held in prior years helped support various Catholic Charities and projects such as the Catholic Adoption Services, Project Rachel Post-Abortion Ministry and the Diocesan Respect life Office, and

Whereas: The Arkansas Knights of Columbus itself can derive great benefits from working with the Bishop in the public view.

Therefore Be it Resolved: The Arkansas State Council support and co-sponsor the Bishop McDonald-Charity Golf Classic with a donation of One Thousand Five Hundred Dollars ($1500.00) from the Special Fund and also with support from the State and Local Council Members.

Resolution 5: Whereas: The Bishops of the Universal Church have in Ecumenical Council termed Abortion an “Unspeakable Crime”, and

Whereas: The Catholic Diocese of Little Rock affirms the respect of the lives of the Most Vulnerable, including the Unborn, by participating in the annual March for Life, holding an all night vigil at the Cathedral and having a pre-march mass at a large auditorium.

Therefore Be It Resolved: That the State Deputy be authorized to grant an amount up to the amount donated from the Special Fund to the Diocese of Little Rock in support for March For Life expenses.

Be It Further Resolved: That the Arkansas State Council encourages each local council to also contribute toward the Diocesan March for Life expenses and that they are notified in conjunction with the mailing of Per Capita Tax Statements by the State Secretary.  (submitted by State Officers)

Resolution 6: Whereas: The annual Knights of Columbus retreat held at Subiaco is a very important State Council sponsored event, a weekends of prayer, reflection and renewed spiritual life, and

Whereas: Due to the shortage of Priests in the Diocese of Little Rock, it is becoming difficult to secure a Retreat Director due to their added expense of finding a substitute Priest to attend to their Parish masses and duties.

Therefore Be It Resolved: That in order to allow Diocesan Priests to serve as a Retreat Director without suffering a financial loss, a donation of Three Hundred and Fifty Dollars ($350.00) be made for each retreat week end from the Special Fund and presented to the Retreat Director(s) at the Retreats.  (submitted by State Officers)

Resolution 7: Whereas: The Knights of Columbus retreats held at Subiaco are very important State Council sponsored events, weekends of prayer, reflection and renewed spiritual life, and

Whereas: The administration of the Coury House facilities by the Brothers is a main reason that our retreats are so well attended by Arkansas Knights and their spouses.

Therefore Be It Resolved: That in order to allow administration to continue at the high level necessary for a proper retreat, a donation of Five Hundred Dollars ($500.00) be made from the Special Fund to the Coury House to be presented to the Coury House Director at the first Retreat of the fraternal year.  (submitted by State Officers)

Resolution 8: Whereas: The Arkansas Knights of Columbus State Council provides an Olympic Town for the State Special Olympic Games and has established an enjoyable charitable relationship with the mental and/or physically handicapped in our State and have many Knights of Columbus volunteers who actively support the Arkansas Annual Special Olympic Games.

Therefore be it Resolved: That the Arkansas State Council grant up to the amount donated from the Special Fund towards the operation of Olympic Town to be paid upon justification by the State Deputy and State Special Olympics Director.

Be it Further Resolved: That the Arkansas State Council requests each local Council to also contribute Fifty Dollars ($50.00) towards this program and that they are notified in conjunction with the mailing of Per Capita Tax Statements by the State Secretary.

Resolution 9: Whereas: The Knights of Columbus was formed by Father Michael J. McGivney to care for the widows of it’s deceased members and

Whereas: The widows of Past State Deputies are held in a position of special respect in the Arkansas State Council, and
Whereas: The Arkansas State Council wishes to extend it’s fellowship to them in a distinctive manner.

Therefore Be it Resolved: That the Arkansas State Council will pay the State Convention Registration Fee from the Special Fund for a Past State Deputy’s widow who attends the State Convention.

Resolution 10: Whereas: It has been customary to reimburse the 2nd & 3rd Degree Exemplification Team for their travel expenses and the maintenance of equipment and robes used as the team goes to a particular council at the request of the District Deputy.

Therefore Be it Resolved: That the amount of Six Hundred dollars ($600.00) be a shared expense of Four Hundred dollars ($400.00) from the General Fund contributed by the Arkansas State Council and Two Hundred dollars ($200.00) contributed by the Host District Councils, given to the 2nd & 3rd Degree Exemplification Team when the team travels for the Exemplification Ceremony at the request of the Host district Deputy, whether the ceremony takes place or not. The Host District Deputy is to pay the Degree Team on the day of the exemplification.  (submitted by State Officers)

Resolution 11: Be it Resolved: That the Arkansas State Council continue to make visible presence at the Supreme Convention by providing activities for those attending the convention.

Therefore Be it Resolved: That a fund not to exceed Fifteen Hundred dollars ($1500.00) be made available from the Special Fund for the State Deputy to provide (at his discretion) activities for the Arkansas delegation at the Supreme Convention.

Resolution 12: Whereas: Automobile fuel cost is constantly increasing, and

Whereas: The travel reimbursement cost per mile at the Supreme Council has increased.

Therefore Be it Resolved: That the travel expense be reimbursed to attendees authorized by the State Deputy to attend State Council meetings at the rate specified by the Supreme Council from the General Fund, and

Be it Further Resolved: That each member driver from each Council attending the State Council Workshops be reimbursed at that rate.

Resolution 13: Whereas: The Diocese of Little Rock is striving to keep the Catholic Community in Arkansas advised of Catholic activities and news in Arkansas on a timely basis by a series of radio and press announcements, either directly by the Diocese Office or through other Catholic organizations.

Whereas: The Arkansas Knights of Columbus State Council enjoys a remarkable relationship with the Bishop and the Diocese office staff.

Therefore Be it Resolved: That the Arkansas State Council donate One Thousand dollars ($1000.00) from the Special Fund to express its support of the Radio and Press Ministry work by the Diocese to keep the Arkansas public informed of Catholic activities and news in Arkansas.

Resolution 14: Whereas: The Columbian Squires are the future of our order, it is incumbent on all active Councils in the Arkansas State Council to support, promote, and provide financial support for the growth, well being, and transition into Knighthood of these fine young men.

Therefore Be it Resolved: That the Arkansas State Council encourage each Council to contribute towards the Columbian Squires program and that they be notified in conjunction with the mailing of Per Capita Tax statements by the State Secretary, and

It Being Further Resolved: That this money be placed in an account to be dispersed to the Squires Director as needed.

Resolution 15: Whereas: The Arkansas State Council provides an Olympic Town for the State Special Olympic Games and we have established an enjoyable charitable relationship with the mental and/or physically challenged in our state and have many Knights of Columbus volunteers who actively support the Arkansas Annual Special Olympic Games.

Whereas: The Knights of Columbus Supreme Council has formed a partnership with Special Olympics North America focused on local program development and future growth of both organizations with the primary focus being at the state levels.

Whereas: The partnership includes a commitment to link Special Olympic programs with Knights of Columbus State Councils in providing volunteer support and funding at the local levels. The annual Supreme Council commitment will be distributed to State Special Olympic organizations based on total Knights volunteer hours served, number of Knights in key volunteer roles, number of events in which Knights of Columbus volunteered and total funds contributed by Knights of Columbus all in support of Special Olympics.

Therefore Be it Resolved: That the Arkansas State Council request each local council form a Special Olympics committee to develop a council program to support Special Olympics locally and at the area and State Games and to hold fund raising events for the benefit of Special Olympics, since the amount of aid Special Olympics Arkansas receives from the Supreme Council partnership will be based on Arkansas Knights participation financially and physically.  (submitted by State Officers)

Resolution 16: Whereas: Thousands of brave servicemen and servicewomen are presently stationed in extraordinarily dangerous regions throughout the world in an attempt to combat terrorism and restore peace, and

Whereas: the families of those servicemen and servicewomen anxiously await the safe return of their loved ones, and

Whereas: Heroically some men and women have given their lives and many others their health so that millions of others could experience the freedom of a self-governing democracy, and

Whereas: All brother Knights and their families are enormously proud of and eternally grateful to those who are courageously serving and those who have valiantly served, and

Whereas: One of the guiding principles of the Order is Patriotism.

Therefore Be it Resolved: That the delegates of the Arkansas Knights of Columbus assembled in the city of Little Rock for the celebration of the 102st State Convention do hereby reaffirm their unequivocal support for the men and women in our armed forces and prays for their safe return, and

Be it Further Resolved: That we offer our heartfelt prayers and support to the families of those soldiers currently stationed in Iraq and other areas of military combat around the world, and

Be it Further Resolved: That we now pause in our deliberations to remember those men and women who have selflessly sacrificed their own lives and those who have suffered serious injury defending our countries and way of life.

Be it Further Resolved: That this resolution be submitted to the Supreme Council for consideration and remembrance of our troops at the Supreme Convention in August 2010.  (submitted by State Officers)

Resolution 17: Whereas: The State Secretary has the responsibility to prepare a directory. He shall prepare a Hard Copy directory with the addresses, phone numbers and e-mail addresses of the following:  Supreme Officers, State Officers, Past State Deputies, District Deputies, State Program Directors/Chairmen, Council Chaplains, Grand Knights, Financial secretaries, Program Directors, Supreme Master, Vice Supreme Master, Master, Former Masters, Faithful Friars, Faithful Navigators, Faithful Comptrollers, Columbian Squires Chief Counselor, Squire, Father Prior and Insurance Representatives.  It shall be the obligation of the Financial Secretary and Faithful Comptroller to submit the needed information to the State Secretary.

Therefore Be it Resolved: If the Council Grand Knight or Assembly Faithful Navigator has an email address a copy will be transmitted and if an email address is not available the State Secretary will provide two hard copies to that Council or Assembly.

Be it Further Resolved: That the Immediate Past State Deputy will provide a list of the Past State Deputies requiring a hard copy.

Be it Further Resolved: If any of the others mentioned above do not have an email they will also receive a hard copy.

Resolution 00: Whereas the State Convention registration fee has remained fixed at $65.00 for            several years and

 Whereas: the registration fee is used to pay for the registration of the Knight, spouse or guest; two breakfasts for all attendees; one lunch for Knights; Ladies program and lunch; youth program, lunch and dinner; Saturday banquet; and taxes associated with these events; and

 Whereas the cost of these items have risen over the last several years.

 Therefore Be it Resolved:  That the State Convention registration fee be set at $75.00.  (submitted by State Officers)
